The guidance provides the general and policy background to both issues, a guide to interactions between the two areas of work and advice on developing an integrated approach. The document includes common measures that can be encouraged by local authorities to address both sets of emissions and uses a 'traffic light' system to provide a guide to their impacts on both sets of emissions. The main guidance document is accompanied by a leaflet providing a summary of the main issues.
The documents have been endorsed by the Carbon Action Network, the not-for-profit organisation supporting local government officers with a remit for reducing all aspects of the UK's domestic-sector carbon footprint and tackling fuel poverty. Development was supported by the City of London via a Defra air quality grant.
